Recommended Needle Size
Commonly they use between a 8mm and a 10mm knitting needle or crochet hook.

To knit a beanie you will need approximately 100g of yarn. Depending on width and length a scarf will need between 300g and 800g
Selecting the right yarn
When selecting yarns it's important to be aware yarn weights are not an exact measurement. Some yarns classed as 20 ply by one manufacturer could be a 14 ply with another. This is why it's important to knit or crochet a gauge swatch. This allows you to both check the feel of the fabric and the needle size to use (again all knitters have a slightly different tension)
